PM's Bhutan Visit

At the invitation of His Majesty Jigme Khesar Namgyel Wangchuck, the King of Bhutan, Prime Minister of the Republic of India Shri Narendra Modi paid a State Visit to Bhutan from 15-16 June 2014. The Prime Minister of India was accompanied by External Affairs Minister Smt. Sushma Swaraj, National Security Adviser Shri Ajit Doval, Foreign Secretary Smt. Sujatha Singh and other senior officials of the Government of India.

The visit to Bhutan by Prime Minister Shri Narendra Modi is highly significant as it is his first visit abroad after he was sworn-in as the Prime Minister of India . The visit reinforces the tradition of regular high-level exchanges between the two countries and upholds and strengthens the special and unique age-old friendship between Bhutan and India.

Following are the salient points of the visit :
  • The two sides exchanged views and held discussions on bilateral relations and economic cooperation as well as cooperation in regional and multilateral forums. They recalled the strong historical ties of friendship and understanding that exist between the governments and peoples of the two countries. They expressed satisfaction at the excellent state of bilateral relations and reaffirmed their commitment to further strengthen the special friendship between the two countries.
  • Lyonchhen Tshering Tobgay, on behalf of the Royal Government and people of Bhutan conveyed his appreciation to the Government and people of India for the generous development assistance since the 1st Five Year Plan in 1961. The two leaders expressed satisfaction over the all round socio-economic development achieved by Bhutan with the assistance and support of India. Lyonchhen Tshering Tobgay thanked the Government of India for the allocation of Rs./Nu. 45 billion for the 11th Five Year Plan and Rs./Nu. 5 billion for the economic stimulus plan of the Royal Government of Bhutan. Prime Minister of India reiterated the commitment of the Government of India to support Bhutan for the successful implementation of the 11th Five Year Plan of the Royal Government of Bhutan.
  • Prime Minister , on behalf of the Government of India, expressed satisfaction at being a privileged partner of Bhutan in its socio-economic development, and reassured Lyonchhen Tshering Tobgay of India’s continued commitment to capacity building especially in the education and IT sectors in Bhutan.
  • The two sides acknowledged the importance of cooperation and mutual benefit arising from the hydropower sector between the two countries and expressed satisfaction on the progress being made. They reiterated their commitment to achieving the 10000 MW target.
  • Prime Minister inaugurated a new building of the country's Supreme Court at Hejo which has been built with Indian funding .
  • PM unveiled the Foundation Stone of the 600 Megawatt Kholongchu Hydropower Project which is a Joint Venture project between the Indian and Bhutanese PSUs, SJVNL and Druk Green Power Corporation. The construction of the Project which is located in Trashiyangtse in Eastern Bhutan will commence later this year.
  • The two sides recalled the free trade arrangement between the two countries and the expanding bilateral trade between the two countries and its importance in further cementing the friendship between the two countries. Government of India conveyed its decision to exempt Bhutan from any ban or quantitative restrictions on exports of following items:- Milk powder, Wheat, Edible oil, Pulses and Non-basmati rice. The two sides also agreed to further promote trade and investments between the two countries.
  • In keeping with the emphasis on capacity building and education, Prime Minister Shri Narendra Modi announced the doubling of the Nehru-Wangchuck scholarship to Rs./Nu. 20 million per year. Government of India would also provide grant assistance for the establishment of the digital section/ E-library in the National Library of Bhutan and in all 20 districts of Bhutan.
  • The two sides expressed satisfaction with the cooperation between the two countries related to their mutual security. They agreed to continue with their close coordination and cooperation with each other on issues relating to their national interests, and not allow each other’s territory to be used for interests inimical to the other.
  • The visit of Prime Minister to Bhutan further strengthened the close bonds of friendship and cooperation between the two countries.

एक पुलिसवाले की व्यथा

लोग अक्सर कहते हैं कि पुलिस सही तरीके से क्राइम कंट्रोल नहीं करती है लेकिन पुलिस करे तो करे क्या। उग्र भीड़ को क्राइम कंट्रोल करने पर आधारित एक लघु कथा। उन्मादी भीड़ हाथों में नंगी तलवारें, लाठी, डंडे लिए पागलों की तरह पुलिस वालों को पत्थर मार मार कर खदेड़ रही थी। उसकी पुलिस भीड़ से अपना असलाह और खुद को बचाते हुए पीछे हट रही थी। थानेदार का सर बुरी तरह फूट गया दो सिपाही उसे सँभालते हुए पीछे हट रहे थे बड़े अफसर, एस डी ऍम, सब मौके से गायब थे। ऑर्रडर देने वाला कोई दूर दूर तक नहीं था। भीड़ हावी होती जा रही थी। सब को कहीं न कही चोट लगी थी।भीड़ को लाठी डंडो से काबू करने के हालात तो बिलकुल भी नहीं थे। सबकी जान पर बनी हुई थी परंतु हाथ में लोड राइफल होते हुए भी जवान गोली चलाने से बच रहे थे, कैसी कायर स्तिथि थी। अचानक हवलदार बुधना को भीड़ ने पकड़ लिया और एक आदमी ने बुधना के सर पर कैरोसिन की गैलन उंडेल दी और दूसरे ने माचिस निकाली ही थी की धाँय की आवाज हुई और माचिस वाला जमीं पर लुढकने लगा।दूसरी आवाज में तेल के गैलन वाला जमीं पर कला बाजी खा रहा था । भीड़ जहां थी वहीँ थम गयी और उलटे पावँ भागने लगी लेकिन......अ

Scheme for creation of National Optical Fiber Network for Broadband connectivity of Panchayats

The Union Cabinet recently approved a scheme for creation of a National Optical Fiber Network (NOFN) for providing Broadband connectivity to Panchayats. The objective of the scheme is to extend the existing optical fiber network which is available up to district / block HQ’s level to the Gram Panchayat level initially by utilizing the Universal Service Obligation Fund (USOF). The cost of this initial phase of the NOFN scheme is likely to be about Rs.20,000 crore. A similar amount of investment is likely to be made by the private sector complementing the NOFN infrastructure while providing services to individual users. In economic terms, the benefits from the scheme are expected through additional employment, e-education, e-health, e-agriculture etc. and reduction in migration of rural population to urban areas. Arnesh Kumar Judgement regarding arrest

Supreme Court on 2nd July ,2014 in Arnesh kumar vs State of Bihar(CRIMINAL APPEAL NO. 1277 OF 2014) gave following judgement regarding arrest in cases having punishment upto 7 years . In order to ensure that police officers do not arrest accused unnecessarily and Magistrate do not authorise detention casually and mechanically. In order to ensure court gave the following directions: (1) All the State Governments to instruct its police officers not to automatically arrest when a case under Section 498-A of the IPC is registered but to satisfy themselves about the necessity for arrest under the parameters laid down above flowing from Section 41, Cr.PC; (2) All police officers be provided with a check list containing specified sub-clauses under Section 41(1)(b)(ii);  (3) The police officer shall forward the check list duly filed and furnish the reasons and materials which necessitated the arrest, while forwarding/producing the accused before the Magistrate for further detention; 

Rise of an Ordinary Kid

It was around 7 am and everyone in the heaven was waiting in line for his turn to get “Natural gift “ from the god himself . Some got artistic talent , some brilliance of mind , some management skills and so on every one was getting gifts of his choice . Unusually the line was long today and when the turn of last Kid came , the quota of natural gifts had already exhausted . Kid : My lord please give me gift of your choice.
