Importance of PANCHSHEEL

Below is the excerpts from the speech of Vice president AT COMMEMORATION OF 60TH ANNIVERSARY OF FIVE PRINCIPLES OF PEACEFUL COEXISTENCE IN GREAT HALL OF PEOPLE, BEIJING, CHINA . It is useful in understanding the usefulness of concept of panchsheel in modern era.

Pursuit of world peace is a fundamental tenet of India’s foreign policy. It draws inspiration from our ancient civilisational value of considering the world as one family. This shapes and guides our actions in international relations.

Even before India became an independent nation, the leaders of our freedom struggle had outlined the fundamental precepts and values that embody the Five Principles of Peaceful Existence or Panchsheel. The Constitution of India enjoins the State to endeavour to promote international peace and security and to maintain just and honourable relations between nations.

Speaking in our Parliament the then Prime Minister Nehru had referred to Lord Buddha’s use of Panchsheel as a moral concept and had welcomed it. In Myanmar, Panchsheel has deep roots in its Buddhist traditions. In China, Confucius had emphasised harmony in the midst of differences. It is thus evident that Panchsheel emanated from the civilizational matrix of Asia and is Asia’s contribution towards building a just and democratic international order. Ancient ideals of Panchsheel, envisioned by our three countries, in the modern form are of continuing relevance in the changed world of today and will remain so in the world of tomorrow.

Panchsheel came to be accepted almost universally by countries and finally by the United Nations in the conduct of international relations. UN Secretary General Dag Hammarskjold described them as ‘a reaffirmation of the obligations and aims of the UN’. The Bandung Conference of Asian-African Nations in 1955 expanded Panchsheel into Ten Principles of Bandung, whereas the Non-Aligned Nations accepted Panchsheel as the core principles of the Non-Aligned Movement at the Belgrade Conference in 1961.

During the visit of Premier Li Keqiang to India in May 2013, India and China decided to mark the 60th anniversary of the Five Principles of Peaceful Coexistence in 2014 by designating it as the "Year of Friendly Exchanges".

It was my privilege to have formally launched the “Year of India-China Friendly Exchanges” in New Delhi in February this year. I am confident that various programmes under the Year of Friendly Exchanges will help forge a closer and stronger relationship between India and China.

India and China are ancient civilizations. We are neighbours. We are strategic partners. Historically, there has been much that has bound us together, not merely through the exchange of goods and commodities but through a flourishing interchange of ideas, values and philosophies.

The imperatives of the 21st century propel us towards a better understanding of each other’s objectives and more purposeful cooperation for mutual benefit. Greater interaction between the people of our two countries, in all fields, is a necessary condition for stronger overall bilateral relations.

India-Myanmar relations are rooted in our shared historical, ethnic, cultural and religious ties. Geographical proximity has helped develop and sustain cordial relations and facilitated people-to-people contacts. A significant population of Indian origin resides in Myanmar. Our shared history and common interests paves the way for greater mutually beneficial cooperation.

India believes that globalisation should transform the world into, as Mahatma Gandhi had envisaged, “a federation of friendly, interdependent nations”, without domination or exploitation. Panchsheel is the basis of such a world order. We need to work together to develop a framework for equitable globalisation, for genuine multilateralism, and for seeking common and fair solutions for challenges that transcend national borders and threaten humanity.

We need a new paradigm for global action. Our destinies are intertwined. Our quest is, should be, for a framework in which opportunities and challenges for the betterment of our societies co-exist. In this endeavour, Panchsheel can act as a catalyst to help us better coordinate our efforts, enhance mutual understanding, share developmental experiences and tackle trans-national threats more effectively.

India, China and Myanmar are bound by age old linkages and geography. We may be at different stages of development but we can learn from each other’s national experiences. In our respective bilateral relations, our common interests far outweigh our differences. On the way forward, we have to build on our convergences and narrow down our differences. Panchsheel can help us exploit this potential for cooperation and come up with fresh, innovative initiatives to improve the lives of our people.

On the global level, Panchsheel preserves the right of all nations to choose their own path while interacting with others on the basis of mutual respect and equality. It facilitates the expression of views of all members of the international community, particularly the developing countries, so that their concerns are highlighted and interests are protected in the international economic, social and political order. Panchsheel provides the framework within which a just and equitable global order can be achieved to the satisfaction and benefit of all.

    Mutual respect for each other's territorial integrity and sovereignty.
    Mutual non-aggression.
    Mutual non-interference in each other's internal affairs.
    Equality and cooperation for mutual benefit.
    Peaceful co-existence.

एक पुलिसवाले की व्यथा

लोग अक्सर कहते हैं कि पुलिस सही तरीके से क्राइम कंट्रोल नहीं करती है लेकिन पुलिस करे तो करे क्या। उग्र भीड़ को क्राइम कंट्रोल करने पर आधारित एक लघु कथा। उन्मादी भीड़ हाथों में नंगी तलवारें, लाठी, डंडे लिए पागलों की तरह पुलिस वालों को पत्थर मार मार कर खदेड़ रही थी। उसकी पुलिस भीड़ से अपना असलाह और खुद को बचाते हुए पीछे हट रही थी। थानेदार का सर बुरी तरह फूट गया दो सिपाही उसे सँभालते हुए पीछे हट रहे थे बड़े अफसर, एस डी ऍम, सब मौके से गायब थे। ऑर्रडर देने वाला कोई दूर दूर तक नहीं था। भीड़ हावी होती जा रही थी। सब को कहीं न कही चोट लगी थी।भीड़ को लाठी डंडो से काबू करने के हालात तो बिलकुल भी नहीं थे। सबकी जान पर बनी हुई थी परंतु हाथ में लोड राइफल होते हुए भी जवान गोली चलाने से बच रहे थे, कैसी कायर स्तिथि थी। अचानक हवलदार बुधना को भीड़ ने पकड़ लिया और एक आदमी ने बुधना के सर पर कैरोसिन की गैलन उंडेल दी और दूसरे ने माचिस निकाली ही थी की धाँय की आवाज हुई और माचिस वाला जमीं पर लुढकने लगा।दूसरी आवाज में तेल के गैलन वाला जमीं पर कला बाजी खा रहा था । भीड़ जहां थी वहीँ थम गयी और उलटे पावँ भागने लगी लेकिन......अ

Scheme for creation of National Optical Fiber Network for Broadband connectivity of Panchayats

The Union Cabinet recently approved a scheme for creation of a National Optical Fiber Network (NOFN) for providing Broadband connectivity to Panchayats. The objective of the scheme is to extend the existing optical fiber network which is available up to district / block HQ’s level to the Gram Panchayat level initially by utilizing the Universal Service Obligation Fund (USOF). The cost of this initial phase of the NOFN scheme is likely to be about Rs.20,000 crore. A similar amount of investment is likely to be made by the private sector complementing the NOFN infrastructure while providing services to individual users. In economic terms, the benefits from the scheme are expected through additional employment, e-education, e-health, e-agriculture etc. and reduction in migration of rural population to urban areas. As per a study conducted by the World Bank, with every 10% increase in broadband penetration, there is an increase in GDP growth by 1.4%. NOFN will also facilitate implemen

Arnesh Kumar Judgement regarding arrest

Supreme Court on 2nd July ,2014 in Arnesh kumar vs State of Bihar(CRIMINAL APPEAL NO. 1277 OF 2014) gave following judgement regarding arrest in cases having punishment upto 7 years . In order to ensure that police officers do not arrest accused unnecessarily and Magistrate do not authorise detention casually and mechanically. In order to ensure court gave the following directions: (1) All the State Governments to instruct its police officers not to automatically arrest when a case under Section 498-A of the IPC is registered but to satisfy themselves about the necessity for arrest under the parameters laid down above flowing from Section 41, Cr.PC; (2) All police officers be provided with a check list containing specified sub-clauses under Section 41(1)(b)(ii);  (3) The police officer shall forward the check list duly filed and furnish the reasons and materials which necessitated the arrest, while forwarding/producing the accused before the Magistrate for further detention;
